The "s" at the end of "limit" is missing in the parameter for Rain. If the file is loaded when the server starts, then the rain limits are not respected.
In the wiki, under alternative formatting forms, we see that "limits" is specified for the rain, and not "limit"
Start the server without an "s" at "limit" and the rain will go haywire, or it won't stick to the values given in the other parameters.
Start the server with "limits" and the rain limits will be respected.
