Major desync and rubber banding issues with 80+ players on dedicated server.

Description

When having a large number of players, we find in the latest update that lag and desync have increased exponentially, compared to the same numbers on version 2.06. While it is understandable that our large number of 3rd party addons will affect performance, the network settings remain the same on the configs.

Our server is more than capable with a Ryzan 5800x with 8c16t @3.8GHz, 64Gb DDR4 ECC @2666 MHz and the server is run on a NVMe drive.
At max, I see the ArmA 3 server taking up 50-60% CPU utilization with still a good buffer of about 30% unutilized. At times, when the desync gets so bad, we end up stuck on a
yellow chain, CPU utilization drops to 30% or below and the only way to recover is to restart the server process.

AI is also present but is used with a headless client. We find that the headless client rarely goes over 5% CPU utilization.

Steps To Reproduce

Have a large number of players on a windows dedicated server then, even when having many players moving concurrently, lag and rubberbanding will occur.
