Loot at the top of construction sites tends to spawn in visually but you are unable to interact with it. Doesn't happen all the time but on occasion I have noticed it do this and always on the top of construction sites. Usually at the tops of the ones that have ladders. I've seen this happen on both Charnarus and Livonia and on both PC AND Ps4.
