Experimental Server.

Battery capacity not changing over time. Battery has to be removed to show correct value.

Might be for other items and on stable 1.14 as well but did not test that.

It's also for other items. At least in the Cobra sight I had the same issue. After relog the battery in the object shows as full until dragging to inventory.
