It doesn't seems to happen with other official servers. And as far as I can tell the server doesn't fully restart, I had a situation where I killed a guy, the server went down and when I logged back in his body was still there. As soon as I looted him the server went down again and when I logged back his loot was gone and my character went back in time, without his loot, so it just disappeared.
Also, is it too much to ask for another first person server for the SA region?
