Discovered a few weeks ago in 1.12 and it persists into 1.13.
If an infected is running towards you, no matter where you aim or how long you wait for them to get close, your first attempt at a pistol whip goes right through them 99% of the time.
Trying to be stealthy but this is one of a few ways stealth is being hindered at the moment.

Steps To Reproduce
With pistol in hand alert a zombie, wait for it to run to attack. When it gets within striking distance, hold right click and press F to pistol whip. The first hit almost always does not register.
