Spawn tickets do not function properly in Combat Patrol missions

Description

When spawn tickets reach 0, respawn can still be induced by returning to lobby then loading back into the game.

This is highly undesirable, especially on the official Bohemia Interactive Combat Patrol servers as it causes missions to continue for several hours after spawn tickets are depleted. Players wander aimlessly, returning to lobby then rejoining when killed, despite being instructed by players who joined earlier to move to the exfiltration point to end the mission.

On official Combat Patrol servers, which are frequently patronized by players who only understand languages other than English (e.g. Chinese, Japanese, Russian) it is not possible to mitigate this bug by voting for a restart or voting for an admin as it is impossible to muster enough votes.

Steps To Reproduce
  1. Start a game of any Combat Patrol mission on any difficulty with more than one player present
  2. Have one player respawn until spawn tickets are depleted
  3. The player who respawns returns to the lobby then rejoins the game
  4. The player who respawned instantly spawns

This problem is facilitating teamkill trolling on the official servers. Trolls teamkill until the spawns are depleted, then camp the spawn point teamkilling new players and players who use the exploit to return to the game.
