I can never successfully place a fence starter kit on uneven terrain. I'm not sure if it's by design but it seems that it should be capable of doing so in my opinion. It's quite an annoyance as I didn't know this until I was half way done a base and I'm sure this isn't the first time and won't be the last time this happens.
