Currently there are only two options: spawning on or off.

While ON they spawn indefinitely depending on the number the people in the area, getting into ridiculous levels, and also making it very easy to track people camping any given spot.

If they could be configurable with weather parameters, and also have a MAX amount per zone, or something else that could limit the issues mentioned above, it would be great.
