I'll try to record the process later today, as of now its 4:35am and i'll need some rest, but i do wanna point out some APTs don't allow you to build garden plots in them like the 2 APT building in Severograd for example, The screenshot that is shown is from apartments in Novodmitrovsk.

@Geez after testing all day i found out the reason, for some reason it has something to do with these type of apt
and not the single APT buildings, only the APT building that has 2 sections combined, whatever that asset is, and its only affected on the right side of those buildings.
EDIT: Actually it does affect some single APT buildings, cause i was able to do it in Novodmitrovsk, This screenshot was taken in Chernogorsk APTs
