Reasoning:

1. 95% of the cases one is interested in chat instead mission summary - adds unnecessary clicks and thus quite annoying. especially as admin trying to log in
2. Many missions have no working "Mission summary" - aka only black space

Alternative is to show both at the same time, yet may result in poor readability and improving that is likely out of scope.
