On the PC Version of the game, I am in DayZ Experimental UK-03 server. I find loose 19mm rounds (6 units) and I try to combine these with 19mm rounds I already have in my inventory. The box turns white to indicate they can be combined, but when I do, it REPLACES the 20 loose units I have already in my inventory, making those 20 units disappear completely.
Therefore I am left with just the 6 units I found and the 20 units are gone.

Steps To Reproduce
Go to place where the bullets are (loose, say just 6) - Then try to combine those with what you already have in your inventory. It replaces them, does not combine.

We have been testing the issue but we were unable to produce it.
Does this occur only under specific circumstances, for example, when the server fps is too low and desynchronisation occurs?

I'm sorry, but this only happened to me twice in the same period of time and I have not seen it or been able to reproduce it again since. I'll update the ticket if I see it again.
