Spare wheels do not appear to be spawning on any of the car wrecks in Chernarus.
Several hours of searching all types of car wrecks - None had a wheel.
The only wheels found were on car spawns, not on wrecks.

We have tested this, and while the chance to enounter wreck with wheels is low, they do indeed spawn.
