Steps To Reproduce
Try to access one of the menus with Contact enabled.

I've been playing with Contact off and the menus work. I tried enabling Contact again, went back to my save, and then the problem reappeared.

The contact DLC is not meant to be played with other mods/missions. It uses a massive UI overhaul. You should load the DLC only if you want to play the campaign.
The contact platform, however, is always loaded by the game and works fine.
