Steps To Reproduce
Go to a barn, build the base for the fence and then proceed to building the frames. You will see that all you can build are: the lower frame, lower wall and the platform.
Additional Information
I experienced the issue on the experimental 1.08.
In 0.09 you will see that I put all the required materials.

If your axe was not ruined, it is possible that the action was not allowed due to the placement of the gate, as it appears you have placed it somewhere in a building and the construction will not proceed if the wall would clip in to the nearby structure.

Player build fence with 2 wooden logs and can't create full fence...
Bad user experience...
