The wire mesh barrier boxes are not supposed to be spawning in the game at the moment (they were taken out from the spawns - this is a design decision).
The screenshots are also possibly from a modded server as we were unable to produce this issue on the vanilla version. (And there are mods that allow for building where it would not be possible in vanilla version).
