Use matchbox for an example
If you set quantmin=10 and quantmax=50 in types.xml all your matchboxes in the world as items will spawn with between 10 and 50 matches. - great
However the matchboxes that come as loot on Infected for example are still 100% full.
This doesn't hold true to loose ammo however - that works as intended.
I'm assuming because ammo has qty and matchboxes just show a bar for remaining?
Also, slightly different is the CLE ignores quantmin and quantmax on waterbottles, canteens, gascannisters
