The crash begins at start up, the launcher refuses to launch the game due to a .dll search error of some sort. It is not able to find some of the required files and gives the "0xC0000135 - STATUS_DLL_NOT_FOUND" error.

I honestly don't know the source of the problem, as I've redownloaded Arma 3 multiple times, as well as redownloaded steam as a whole. It isn't exactly reproducible in game as the game does not launch, the Launcher sort of just tries to launch the game, and spits out the error instead.
I have tried all the solutions given to me by the website's troubleshooting guide found here: LINK, all of which to no avail. The Microsoft Dependency Walker wasn't able to even identify the missing files, which made me think it was a corrupted download, however I have tried redownloading Arma 3, and eventually steam, and none of that fixed the issue. I have never had an issue like this with Arma 3-- Not even a Crash, so I am at a loss as to what could be causing it to fail now.

I attempted to try what was attempted in the forum topic you linked, however neither reinstalling the Graphics card nor following the steps posted by Afevis helped. I did notice however that for some reason I am missing the folder called _CommonRedist, which is where Afevis said to find the vcredist files. And while I believe this could be the because of a corrupted download, this is the 5th time in a row that I've redownloaded Arma 3, and the error is still there. If there is anything else I can try, it'd be nice to know.
I have an update, the files it says it can't detect are XINPUT1_3.dll and X3DAudio1_7.dll.
XINPUT1_3.dll and X3DAudio1_7.dll are part of Microsoft DirectX. Do you have installed latest version of DirectX?
