I am experiencing severe light flickering when playing Arma 3 with an NVidia RTX2080 TI OC from Alienware. It appears as if the light hitting objects such as trees, grass and rocks is switching between 100% and 0% every few frames. This does not look like texture loading problems because if the tree canopy lights up 100%, and I slow down the video at that point, I can see light curving around the trunk of a tree as if lightning were striking the tree tops.
At night, rocks with flicker with black light. With night vision on, some parts of trees will flicker, usually if they are being hit by moonlight. Trees and grass that are not being lit seem to be OK, for the most part, but depending on the angle you are look at them, the ground or rocks with flicker with black light.
Looking at the sky fixes the problem as far as I can tell. Looking at the horizon or the ground brings the problem back.
Disabling shadows seems to fix the problem, but only in the shadows. Highlights still flicker in the shiny areas of the grassy hills being hit by direct sunlight/moonlight.
All other changes to settings have no effect on this bug.
Distant objects do not flicker. Underwater, objects do not seem to flicker.

The world displayed in the menu background shows the problem clearly. All vanilla worlds I have tested show this bug (Malden, Altis, Tanoa).
In the RPT file, I noticed these two lines:
15:59:18 SimulWeather - Cloud Renderer - noise texture file is not specified!
15:59:19 core\skyobject\skyobject.p3d: No geometry and no visual shape
I'm wondering if this might be causing the problem. I tried uploading the RPT file, but it failed.
