Does this issue occur with all the tuna cans you find in the world or did you have the tuna can from previous version? Are there possibly any steps that could lead to the tuna being unopenable?

This happens on both stable and experimental. All are picked up in the world. Sometimes they open, sometimes they don't. It's a roll of the dice. Ask any player and they'll tell you the same thing. I'm afraid I can't give much more info or any steps to reproduce other than go into the world and test it.
