Trying to set multiple keybinds causes keybinds to combine into one giant/long keybind for an action after pressing "Apply"

Steps To Reproduce
Setup a keybind (Ex. Left Alt)
Try making another keybind for the same action (Ex. J)
Press Apply
Keybinds will combine into one keybind (Ex: Left Alt + J)
Additional Information
This only seems to happen part of the time and some actions (like VOIP) doesn't seem to have this issue
