Shovel can't be found neither in rural nor in industrial area in the northern part of the map now. Tried to find it for two days in a row, no results.
This makes a major inpact on basebuilding gameplay as you can't make a fence basement.

Pickaxes seem to have same functionality for making fence basement, but there is bug reported here: https://feedback.bistudio.com/T137138
