The CLE still does not work that well in spreading things around the map. I have lost count of the time it has been feast and famine for items. Like the main two servers I play on one has a load of green barrels just spawn in a small area of cherno and the other has a load of generators on a small of cherno to. I do find that with other Items within the game like the time I found 3 civ tents in Gorka.

I do hope you have plans for the CLE. I find the game formulaic as there is no spread of items. To make the game better items should be able to spawn anywhere, but if you want to have a better chance of finding it go to the place that has the highest chance of getting it. Eg better chance of medical items at the hospitals act, but not sole exclusivity. I would like to be surprised when I'm looting. If you find something unusual at a location it makes you more tempted to look everywhere. This might also help in stopping the feast and famine of items.
