Does this issue manifest through some kind of error message or nothing happens at all when you attempt to launch the game through the executable / launcher? Have you tried to run the game executable as administrator / in different compatibility modes? Also, have you tried to verify the game cache through Steam and possibly re-install the game? And has the game worked for you previously?
