Steps To Reproduce
Delete persistent storage.
Increase vehicle count to maximum # of spawns
Change cfgspawnabletypes.xml to give 100% chance of spawning with all attachments (4 tires, hood, doors, trunk, etc) chance="1.00"
Restart Server
Vehicles spawn with 0 attachments all across map.
