If I alt tab out of the game and go back into the game I get about a minute of 1fps then it slowly comes back up to the normal number.

Are your graphics settings configured for "Windowed" or "Fullscreen"?

Fullscreen. None of the other games I have do it and they are all fullscreen as well.
