There is not an option for playing in borderless windowed mode though there never has been an option for that. However, the hotkeys to toggle between modes no longer is functioning in .63 as of stress test 11.

Always apparent. You can alternate between full screen and windowed with alt+shift+enter but that hotkey does not change the resolution to borderless windowed.

I managed to get windowed fullscreen.
You first have to press escape while in game, then you have to do the shortcut (ctrl+enter or ctrl+alt+enter iirc). Yould work that way.
