I experienced the same. I had the burlap sack in my hands and no empty spots in my inventory. Putting it over my head and removing it made the sack disappear.
Offline version 0.63.146683.

During our testing we have found out that the issue is most likely appearing only in the offline mode. Can you try on the server and let us know in case the issue occurs online as well?

I managed to find a burlap sack during stress test #6, but strangely didn't get the option to put it over my head even though I held it in my hands. So I couldn't test it online.
Just tried it offline in version 0.63.146715 and the burlap sack still disappears.
