Attached screenshots reveals two different kinds of weapons. Loadout screen shows the assault rifles and the armory screen shows the machine guns so from screens the problem isn´t clear. Are you sure that the SPAR-16S is not available in your loadouts screen in folder machine guns?

Argo is F2P game but not pay to win. Halloween2017 provides you reskins of original weapons. So that´s the thing why you firstly need to unlock the same weapon tier where the original weapon is. Also you don´t need the Supporters pack to be available to use these weapons.

But yes, we should mention on Steam market the way how you get the reskinned weapons in game. We are working on it ;).
