Launcher refuses to open

Description

Every time I click on the launcher (after reinstalling the game after a long time) the launcher won't even load before I get a crash message "Unexpected error occurred: Common language runtime detected an invalid program. I think it might be a microsoft.net framework problem given how often it appears in the log, if it is I have no idea how to fix it I've tried reinstalling and repairing the .net framework and each time I get an error saying it's corrupt and can't do anything about it, don't even know how to uninstall it from the programs control panel.

The NetFramework is in the Windows components. It is necessary to remove from it the mark of it, then make a new installation.
