It seems that you might be missing or have a corrupted logging library.
You can try a couple of things.
a) Verify game files integrity through Steam.
b) Delete file <game-root>\Launcher\log4net.dll (and possibly <game-root>\log4net.dll ) and go to a)
c) Check if the file
<game-root>\Launcher\log4net.dll exists and it's version (by https://www.virustotal.com/ result)
If nothing helps then the last thing you can try is reinstalling your OS.
