I've observed this bug from the end of .61 to now (.62). As far as I can tell, loot respawning are inhibited by military tents, packed or not packed. While patrolling NWAF, should a military tent spawn in one of the shipping containers at the tent city, several of the barracks on the eastern side will be completely devoid of any items, no flares, no boots or other things players generally don't pick up. I've also observed buildings such as the fire station having an overabundance of loot or some tents having too many loot spawns, almost a "lootsplosion", while the tents adjacent have absolutely nothing. Removing the tents will solve this, but only after server restart will the military base have fixed CLEs.

- Fix by picking up military tent and moving it a short distance so it despawns and wait for server restart.

Also, keep in mind that the loot distribution system is still being worked on internally and is being constantly tweaked.

We have been testing the issue internally and we have confirmed the low amount of loot spawning in the barracks, however, we did not find any connection of this behaviour to the large military tents spawning in the nearby area. The issue with low amounts of loot in barracks in the area has been scheduled for a fix. In case you find some more information regarding to this issue, please let us know here.
