Reproducible at 1.70

Only 'Close' button is drawn over the screen on accessing Debug Console in Multiplayer 3DEN editor both via ` key and Tools - Debug console. Changing of the Attributes - Common - Console settings has no effect (but once missions has been runned with 'Available for everyone' setting - console dialog becomes available in editor)

No issue for singleplayer editor, so looks like it is caused by 'Tweaked: Security of the debug console was improved' change.
