I have wattage meter. I set checkbox "static background in menu" in Launcher. Yes, it is static in visibility, but i hear the water and have wattage consumption 190Watts.
List of servers with static background 190Watts
Team ballance message on Koth with static background 205Watts
Loading game with static background 60-110Watts
Game playing 80-120Watts.
In List of servers, main menu, team balance message my video card is going very hot nad fan of gpu goes very high speed.

When "static backgroud in menu" is no checked the watt consumption is the same, I see normali video in menu and bottom of list of servers, gpu go hot
When I'm playing everythig is OK.
