As title says flying path is too low. For most of APC rocket right before hitting vehicle falls to 0 height and if something on it's way at this moment, like bush or a little piece of terrain, rocket hits them instead of vehicle. It needs to cover like 1/5 of vehicle profile to stop rocket.
