There's no way to stop the loop, unless you climb a ladder.

Steps To Reproduce
- Stay crouched, don't equip a rifle and have a pistol in your hand
- Drop your pistol on the ground - Your character should start the "putting away his pistol" animation
- Close the gear menu quickly
- Move forward immediately
Now the "putting away his pistol" animation will start looping forever
