The civilian spawns in Balota are spawning a wildly disproportionate amount of weapons. I've checked many public 3rd person servers and I'm seeing the same thing on all of them.
The link is for an album of screenshots I took in Balota. I know it's a little on the dark side, but turn up your gamma through your GPU driver console when you view the photos. These were all taken on one server in a span of about 10 minutes or less.
