LRPS scope visual quality decreases (goes blurry) for no apparent reason

I play with texture quality on "very high" because I like my LRPS's visual quality to be sharp whilst sniping. But I've noticed a few times recently that the scope's reticule/mildots will go blurry (as if I'm playing with texture quality set to normal) whilst playing without me changing any settings.

The last time this happened, while playing KOTH, was after I swapped my M320+LRPS for a dead sniper's identical M320+LRPS (he killed me and took my weapon so I know it was the same) so I could take the loaded ammo. Like I say, the next time I used the scope it was as if the texture quality was set to "normal". I checked my graphics setting in the options and texture quality was still set to "very high".

The last time this happened was today. I joined a KOTH server, set up in my sniping spot and the scope was blurry from the very start. I also noticed that relatively nearby tree and plant textures were also low quality. I checked my graphic settings and textures were already on "very high".

Additional Information

You can fix this while playing by setting texture quality to "normal", then click OK, and wait for the game to load the lower quality textures (...I guess). Then setting the texture quality back to "very high" and oking it (and waiting for the higher quality textures to load)... but this can take a minute or so to do which is less than ideal while playing.
