I could not try it again after the video, because the server crashed almost immediately after (I think this is why the torch was floating in the air when I threw it).
Also, I couldn't try it on another server, because it wasn't dark on the other experimental servers I tried.

I've just tried it in today's test, and the issue is still there in build 135869.
What I discovered is that only the ground flickers when the torch/flare is lit. If I go into a building, the floor, walls or anything else do not flicker (so it happens only with the ground surface).

I entered the building at 01:35 and the lighting looked perfectly.

The flickering was present with all the settings.

I just tested this again after a long time, and the issue seems to be solved after I change the resolution to any other. I can even change it back to the original without it happening again.
I couldn't test this earlier because I have a 1280x1024 monitor and DayZ won't let me choose lower resolution than that, so I was stuck with 1280x1024 and Windowed. But some weeks ago I enabled Dynamic Super Resolution in nVidia Control Panel, and some minutes ago I tested this part.
I chose 2560x2048 in game, and then the flickering was gone I guess. I had it before changing resolution, and I didn't have any while playing like 10 minutes after that. I ran around with my flare at night.
It may be that this is what fixes the black face bug too. But I can't test that for a while.

So if I understand correctly, the issue has been occurring with the default 1280x1024 video resolution in dayz and then has stopped to occur once you have enabled dynamic super resolution in Nvidia Control Panel? Does the issue start to occur again if you turn the super dynamic resolution off again and switch to 1280x1024?

No, dynamic super resolution just enables me to change resolution to other than 1280x1024. It's not the DSR itself, but the sequence of changing the resolution to any other than what the game starts in, and then back to it.
But I tested again yesterday, and yes, this fixed it again, but this time it was not the first try. I had to switch between resolutions ~10 times, and I also had to switch to windowed mode a few times, and also resize the window a few times to make the flickering gone. But it was working okay afterwards, until I quit the game.
Also, after the "fix", the game game runs very poorly. It gets progressively worse and worse, and the worst it gets is around 12 FPS. Before the "fix", the game runs the same as 0.60 (40-60 FPS in cities, 60-120 outside cities).

Can you try turning off the Nvidia dynamic super resolution and change your resolution through the usage of -disable3DRatioCheck parameter and let us know if the issue occurs on there / if the performance has improved?

So I've disabled the Nvidia DSR.
And for some reason, the -disable3DRatioCheck parameter doesn't work on experimental branch.
But on stable it worked, and it enabled lower resolutions than 1280x1024 (1280x960, 1280x800, 1280x720, 1152x864, 1024x768 etc.).
But the problem still persists with this configuration, and now it doesn't matter how/how many times I change resolution (e.g. 1280x1024 -> 1024x768 -> 1152x864), the lighting doesn't get fixed. Even if I switch to windowed mode a few times and back, the lighting remains buggy.
During this, the FPS didn't change. It was 35-45 FPS all the time, like always (I was in Elektro). This indicates that the FPS only drops when the lighting gets unbugged.
So, then I re-enabled Nvidia DSR, and I could reproduce the fix (by switching to a higher than native resolution and back to original, also switching to windowed mode, because sometimes it only works when I also do that).

I'm afraid I won't be able to test this anymore, because I've sold my GTX 460 and I think it doesn't occur on newer series graphics cards. I will most likely be able to get a GTX 660 next week and I will test it again. I will report back if I don't forget it.

It doesn't happen on the GTX 660. I'm playing in 1920x1080. Also tried some odd resolutions via DSR, and it doesn't happen.
