Zoom Works With Inventory/Map Open

Description

When the functions "Zoom in" and "Zoom out" are bound to certain mouse buttons or wheel, they will still function overtop of the inventory or when viewing the map. I use Mouse2 (RMB) to zoom in.

This causes a highly distracting and nauseating dolly zoom effect when attempting to organize things in your inventory.

This bug did not occur before the Tanoa patch, however it did not appear immediately following the Tanoa patch. The bug surfaced some time after the launch of the Tanoa patch yet before October of 2016. I changed no input settings, or any other settings during this time period. One day, my inventory screen just started going crazy.

Steps To Reproduce

Bind Zoom in or Zoom out to a mouse button (mouse2 in video)
Open inventory window
Press Zoom in or Zoom out
Background world rendered behind inventory window will zoom in or out

I have experimentally bound "Zoom in" to Mouse1 (Left Mouse), Mouse2 (Right Mouse), Mouse3 (Middle Mouse), Mouse4 (Browser Forward), Mouse5 (Browser Back), MouseWheelUp, PageUp and Up. All 5 mouse buttons cause zoom to function with the inventory open. MouseWheelUp, PageUp and Up do not exhibit the bug, however I found two other bug reports which claim that MouseWheel DOES do the same thing I'm reporting. One of them was closed:

I suggest that Zoom in / Zoom out and any other such functions be disabled entirely when the map or inventory screens are opened, as they used to be pre-Tanoa. I recommend that movement keys not be disabled when the map or inventory screens are open.
