Hello,
Steam didn't properly updated all the files and that is causing the crash. Please delete the folder "C:\Program Files (x86)\Steam\steamapps\common\Arma 3\Launcher" and then verify integrity of the game cache using Steam client to force it to re-download the files:

  1. Open Steam.
  2. From the Library section, right-click on "Arma 3" and select Properties from the menu.
  3. Select the Local files tab and click the Verify integrity of game cache... button.
  4. Steam will verify the game's files - this process may take several minutes.
