Tested only on mods, but it happen on every single mod i tested including CUP, RHS and VTN. Everytime when someone is passing with his backpack, i was able to check his inventory. Now using exacly same action i cannot do this - i can see only empty list, even if his backpack is full.

Steps To Reproduce
Spawn some guy with backpack and yourself (not grupped). Walk to this guy and open his backpack (action should appear).
