Dear support team,
i can see how much there are similar reports re- the same problem and for 2 days after purchasing the game from steam i tried every single option (except for redownloading the game) but nothing works.
am not sure if such problem could be resolved but i thought about giving it a shot with you guys.
from what i saw i prepared a dependency walker report you could find it in the following link and let's see if this helps.
this report was created after downloading all the dll files the app asked for and putting it in the game folder and still no use.

yes i did all of the mentioned steps, for Dx i tried like several times even.
one thing regarding Run the Windows System File Check tool, after it finished it said something like there were problems with the files which couldn't be fixed (or something like that i don't recall the exact wording),

Unfortunately I am not sure we will be able to do anything about corrupt system files on our side.
