I had a fully repaired v3s stop dead in it's track while going down the road at full speed. To come to find out there was a fresh spawned sedan around the corner. It would not move after that. Then later on I repaired a different sedan and was going down the road and came up to a fully repaired offroad and the same thing happen. It does not matter what gear you're in. It will not move at all. I think this should be fixed quickly due to the fact that it is hard enough to find all of the items to repair.

Steps To Reproduce
Drive down the road and roll up on another vehicle. Then try and get it unstuck.

I have thousands of hours playing standalone and in .59 it would slow it down but not completely stop it.

None of the standard fixes from .59 work, however we did not have time to test the bow and arrow system of vehicle movement. Be aware, excessive arrows in a vehicle may damage it beyond repair.

The only thing that moves it is throwing a wheel under it. That is for if it gets stuck on a rock. The bow does not work. My situation I posted was the vehicles were not stuck on objects. They were on flat surface but locked up due to another vehicle just being in the same area. It will take you from full speed to a dead stop and there is no way to get them away from each other.
