Hello,

please try to go through these steps to see if any of them will help.

The most important step will be the check of integrity of your game files.
Here's how to do that:
Steam > Arma 3 > right-click > Properties > Local Files > Verify Integrity of Game Cache

steam redownloaded ~100mb of files after verifying integrity of game cache, but the same error keeps popping up

Did you also goo through the rest of the steps (reinstall DirectX and VC++ redist)?

Yeah, tried everything from this article except using windows system file check tool since it's responce was "Windows Resource Protection could not start the repair service."
