Vehicle Lights during daytime (especially for SDV) do not work.

Description

Currently, if it is daytime you cannot turn lights on for any vehicle.
This is major issue for driving through fog (or any other reason for turning vehicle lights on during daytime), or for undersea operations where the ocean is naturally dark, and yet you cannot turn on the SDV's lights during day hours.

I imagine this would only take a small tweak to fix, and it would be extremely useful for undersea operations in the SDV.

Steps To Reproduce
  1. Place a SDV in the ocean during daytime
  2. Get in the SDV and dive until it gets darker.
  3. Attempt to turn the lights on so you can see, or help other divers see.
  4. Observe that it does not work.
  5. Repeat process for ground or air vehicle during daytime above water - the result is still the same: you cannot turn on lights.
