[0.8.0234] Unable to control the Robotic Arm with Secondary Controls

Description

When a player switches the Secondary Controls to Robotic Arm, the Arm should react to Arrow Up/Down (default Secondary controls). However it doesn't react until the player switches Primary Controls to the Robotic Arm as well, after which the Arm will be controllable by both the Primary Controls (W, S) and Secondary (Arrow Up, Down).

Steps To Reproduce
  1. Editor
  2. Load MAB
  3. Spawn a T11 Zero G Probe Drill
  4. Assume control of the vehicle
  5. Use mouse to switch your Secondary Controls to Robotic Arm - Right
  6. Observe that the Arm doesn't react to Arrow Up/Down
  7. Use mouse to switch your Secondary Controls to Robotic Arm - Right
  8. The Arm now reacts to both Primary and Secondary Controls
