Steps To Reproduce
One needs to specifically modify an item (in this case creating rags using an axe from clothes), then the menu will open and the two options will be seen.
Additional Information
I have tried this with multiple other things as well, but this for example does not apply to adding a battery as attachment to a Walkie-Talkie. I will provide more information if I encounter this bug once again.
