If you have some ammo in your inventory and find some more of the same type on the ground, you cant combine them unless you have the ammo in your hands or all of it in your inventory(it now says "load ammo"instead of combine ammo). experienced the same also ejecting the mag from a 1911 onto the ground and trying to drag ammo from my inventory into the mag.
