Cannot get shotgun shells to combine in inventory. Trying to combine a pile of 10 with a pile of 2, but unable to. I have a pile of 15 also in my inventory, so I know that I am capable of combining the 10 with the 2.

When you click the stack of 2, does it by any chance show option to "Eject"?

I have noticed that you are unable to combine bullets from outside of your inventory.
I had a stack of bullets in my visinity and wanted to combine them with a stack in my inventory which didn't work. There where no options to do anything by drag and dropping the stack onto the one in my inventory.
Only when I put them in my hands I was able to combine them.
Maybe that was the issue here.

Geez,
No, in fact, those shells were ejected from a 2-shell speed loader. When I attempt to combine them, I only get the blue outline signifying that I can trade inventory spots, but do not get the gold outline which signifies I can perform some kind of action. I hope this helps.
